When you remove the device from the App, the device is simply removed from the network, which does not mean that the device will automatically enter the pairing mode (most of bluetooth devices and lighting devices will automatically enter the pairing mode after you removed them in the App).
If the device you removed is a Zigbee device, the Zigbee device just disconnected from the Zigbee gateway when you removed it from the App. If you need to add it again, you need to reset the Zigbee device to pairing mode.
